Press Conference of Mr. Saad Nazir: A Call for Prosperity in Pakistan’s Real Estate Sector

Mr. Saad Nazir, the visionary Chairman of Blue World City, addressed the challenges faced by businesses and entrepreneurs, especially those in the real estate, construction, and development sectors, in a significant message to the Caretaker Prime Minister of Pakistan, Anwar ul Haq Kakar, and the Army Chief, General Syed Asim Munir. He emphasized that the development and prosperity of the real estate sector are essential to the making of a prosperous and affluent nation.

Renowned developers located in the vicinity of the New Islamabad International Airport and the Lahore-Islamabad motorway have received a hearty invitation from the management of Blue World City. This illustrious group includes esteemed figures such as Mr. Malik Riaz from Bahria Town, Mr. Zahid Rafique from Capital Smart City and Mr. Chaudhary Majeed from Faisal Hills. Their ambitious plan is to turn the area around the New Islamabad International Airport into a thriving tourist city in Pakistan with iconic hotels, water theme parks, and a grand mosque. With its large-scale strategy to leverage the appeal of a city spanning across ten lac Kanals to attract international investments, Pakistan might be freed from debt.

Blue World City’s NOC is also in process of obtaining the necessary approval from RDA (Rawalpindi Development Authority) and PHATA (Punjab Housing and Town Planning Agency) and is going to become one of the NOC approved housing societies in Pakistan, offering affordable payment plans to the residents and investors.

Blue World City Islamabad, located along the CPEC route, near the Chakri Interchange on the Chakri Road, adjacent to the Lahore-Islamabad Motorway M-2, where prominent developers are becoming stakeholders, underscores the opportunity to collaborate and on a mission to create a debt-free country (Pakistan). Its proximity to the New Islamabad International Airport ensures hassle-free travel for both residents and investors. Blue World City has even made Bahria town an offer of land, creating the possibility of a coordinated endeavor to improve the country’s prospects.

Mr. Saad Nazir added that he has observed that Caretaker Prime Minister of Pakistan, Anwar ul Haq Kakar has an incorrect impression of housing societies in Pakistan and he does not get bothered of skilled and talented people to look for work abroad which is not a good sign. He emphasized that promoting progress is the real route to development. He expressed his sincere appreciation for being selected for this important task of making Pakistan a debt free country and his firm pride in the Pakistani military.

During a press conference, Mr. Saad Nazir emphasized that in 2017, permission was granted for 427 kanal of land, and in 2019, permission was extended to 1534 kanal of land for the Blue World City project. He highlighted that development work in Blue World City began in 2017, and once permission is granted, it should not be revoked. However, he expressed concern about the baseless operations initiated by the RDA (Rawalpindi Development Authority), which provoked them to take legal action, presenting all relevant legal documents.

Mr. Saad Nazir also pointed out that the land allocated for Blue World City Islamabad is not suitable for agriculture, as it is barren. He criticized the contradictory statements from RDA (Rawalpindi Development Authority), which on one hand asks for land purchase before seeking approval from authorities, but on the other hand, claims that land transactions in unapproved societies are illegal. This inconsistency makes it challenging for projects like Blue World City to proceed with their plans.

Furthermore, Mr. Saad Nazir highlighted the contradiction between RDA and the District Council regarding project approval and the exchange of letters between them. He displayed a map indicating the barren nature of the land designated for Blue World City, which is ideal for construction. He clarified that an area of over 17,121 kanal has been submitted to Phata (Punjab Housing and Town Planning Agency) for approval, with 80,609 kanal currently under the approval process. Additionally, he mentioned that PKR 12,466,000 have been paid for 1,2000 kanal of land to Phata.

Mr. Saad Nazir expressed concern about recent police operations in Blue World City without apparent justification and false claims. He called upon Caretaker Prime Minister of Pakistan, Anwar ul Haq Kakar and Army Chief General Syed Asim Munir to arbitrate and address the situation, emphasizing their commitment to making Pakistan a debt-free country.

He then invited Mr. Naeem Ejaz (CEO – Blue Hills and Country Farms) to provide further insights, who explained that District Council, RDA, and Rawalpindi Police had initiated operations in the Chakri road and Adyala road areas, which also include Blue World City. He disproved the false claims of Afghan refugees in the area and emphasized that Blue World City is not an illegal project. It has been in development for five years, undergone extensive planning procedures, in process of obtaining NOC (No Objection Certificate), and commenced development activities. He stressed that the project is not illegal but unapproved, and all required regulations have been followed. The Lay Out Plan (LOP) requested by RDA has also been submitted by Blue World City Islamabad.

Mr. Naeem Ejaz further highlighted the confusion among government bodies regarding the authority of Blue World City, which led them to seek legal alternative to prove their compliance with RDA’s requirements. He questioned why RDA had approved 17 other societies out of 24 but not Blue World City and urged them to work towards legitimizing the project instead of planning its destruction. He called upon the Prime Minister and Army Chief to take an action on this matter.

Chairman Federation of Realtor’s Pakistan, Musarrat Ejaz Khan added that if government institutions performed their responsibilities effectively, private builders like them would not need to undertake such real estate development initiatives.

Mr. Saad Nazir restated their commitment to protecting the investments of the public and emphasized that they register customers, not just sales, making them responsible for safeguarding the investments made by individuals. Industries and agriculture have their place, real estate market is just as important since it serves as the framework for institutions like hospitals, schools, airlines, and other land-dependent businesses. He envisions a secure environment for real estate investment, similar to the facilitation extended to various individuals and organizations through embassies and NGOs.

While appreciating Bahria Town project, Blue World City also acknowledges that mistakes may have occurred during the process by Mr. Malik Riaz. They appeal for a return of those who may have stumbled, allowing them the opportunity to contribute positively. Unity of command, they believe, is the key to unlocking Pakistan’s full potential, surpassing even the success stories of Singapore and Dubai.

In conclusion, Mr. Saad Nazir urges action against certain entities within the establishment that delay the growth of other housing societies in the real estate sector. He emphasizes the abundance of natural resources that could propel Pakistan to superpower status within five years if utilized effectively, calling for the creation of an enabling environment. He humbly requests Caretaker Prime Minister of Pakistan, Anwar ul Haq Kakar and Army Chief General Syed Asim Munir to visit Blue World City, Capital Smart City, Faisal Hills, and the entire New Islamabad International Airport vicinity, assuring them of Pakistan’s capability to achieve debt freedom without relying on foreign assistance. Finally, he requests them to allow their team to work diligently and requests control over regulatory bodies and institutions that risk the nation’s progress.
